We currently don't have any permissions that explicitly allow one to create a character that belongs to someone else.
I think this means that in the character creator, the owner should not be set by the user, but simply assigned to be the current user.

I have fixed the issue insofar as the owner is set correctly when this page is launched.
The UI for setting the owner has been removed. Layout issues are left for FrankF
